I would like to convert the code from Base SAS to SQL, if yes what is the procedure
Learn both environments and put work into it. There is no "magic button" that does this for you.
Don’t attempt a line by line conversion.
Determine what the code does and write from scratch in SQL. Otherwise you’ll have inefficient code.

Lots of questions lately about converting base SAS to SQL. Why? If it works in base SAS, what is the need to convert the code?
