User cannot login to ECM

I faced a problem during the user trying to login to ECM. error as the below 

I export the user and import him but, the problem appears again. kindly any advice.

Hi,

the problem should appear on the SASSNA log file of the appropiate web SASServer.

But I would say that the user is not on the right groups on the SAS Management Console.

Have you already compared this user's groups to another user that is working fine now?
