Stop Users from Connecting to PC SAS

Hi All,

PC-SAS doesn't need to have a metadata connection in order to submit the
code on UNIX ,then how can we stop users doing it. In order to review the
connectivity of users to server.
 

Could anyone of you provide any help on this.Is it possible to restrict
from autoexe.sas or sasv9.cfg files.Is there any way or approach we can
accompolish this.
