SAS Tech Support is your best bet on this type of problem if you haven't raised a track already. Most likely you will need to provide server logs to diagnose further.

what version of Solr do you have installed? SAS recommends 5.5.5.

For your solution, you would need to ensure that all the configuration modifications are applied. I wonder if any of those (or permissions) did change before your restart.
In any case: please check the logs of your Solr service, and check for errors or warnings, specially regarding indexing.
