SAS 9.4 Upgrade JAVA issues

I am trying to upgrade SAS 9.4 M5 to M6 (32-bit version) on a Windows 10 Pro system (Version 1.0.19041).  Staying with 32-bit for compatibility reasons.

 

The new runtime JAVA version will not install using the Deployment tool. Are there any work arounds?
