Reinstalling SAS on New Stand alone Computer. Would like to migrate start up libraries for user.

I installed SAS on a users machine.  The user would like to have the start up libraries migrated from his old SAS system to his new. This seems like an easy task that is proving to be difficult.  I exported and imported the SAS registry system and that was no problem but that didn't bring the libraries in.    Has anyone encountered this issue?  I am a general IT tech and not that  knowledgeable about the SAS product itself.
