I'd like to know if I can use "proc phre" to find Hazard Ratio at a specific time point (i.e., 90 days), for example, use timelist=90 (but it does not work). Or I have to recode the data to set 90 days as the maximum time to get the hazard ratio at 90 days?

Unless a time-varying covariate is included in the model, hazard ratios associated with every term in the model are constant. If no time-varying covariate is in the model, simply calculate the hazard ratio of the variable you are interested in and you get what you want.
