Unfortunately there is nothing in SAS to do this directly. If you would be willing to fit a Poisson instead, using the SCALE= option then this might be of some help.

The paper I referenced below shows how to fit a poisson if you choose to go that route.

BTW, I fixed the link in Rob's post -- there was an extra space in the URL. Works now!
