Among the 200 cases, 88 are Spanish speaking. The ratio to assign the cases to counselors are 2:1 for full time vs. part time counselors.<BR /> <BR /> My task:<BR /> <BR /> First, I need to assign the 88 Spanish-speaking subjects to the 9 counselors according to the ratio.<BR /> <BR /> Second, I need to assign the English subjects to all the counselors according to the ratio.<BR /> (for bilingual counselors, Spanish-speaking subjects should be included in the work load.<BR /> <BR /> I could not figure out what procedure I should use, surveyselect?
