Hi All,

I am to select a location to open a school health clinic that would give me the best likelihood of getting sucess . The outcome variable that would determine the sucess of program evaluation are 1. decreases ED rate 2. patient/school nurse satisfaction etc.

what is the best approch here. I have all claims utilization from geographic point (zipcode) and census data.

The indicator that I think would be benificial to explain are

1. racial Distribution

2. low acuity ED visit

3. ED rates

Etc

The point is how I do I proceed and tell the story that this particular clinic has higher likelihood in terms of stattistical point of view. Do I have to create a "Index" or "Algorithm". i struggle on getting all information together to get one robust desision.

Any help basic to advance would be highly appriciated

You'll need some form of spatial analytics.

Outside of SAS, look at the ESRI webpage. They have courses and tools that show how location analytics can work and have examples that are in line with your example.

This is not an easy problem to solve and usually has more politics around the location than practicality. Though if you're in the US it may be difference since it's about maximizing profit instead.
