    <description>&lt;P&gt;Hi All,&lt;/P&gt;&lt;P&gt;I am to&amp;nbsp; select&amp;nbsp; a location to open &amp;nbsp;a school health&amp;nbsp; clinic that would give me the best likelihood of getting sucess . The outcome variable that would determine the sucess of program evaluation are 1. decreases ED rate 2. patient/school nurse &amp;nbsp;satisfaction etc.&lt;/P&gt;&lt;P&gt;what is the&amp;nbsp;best &amp;nbsp;approch here. I have all claims utilization from geographic point (zipcode)&amp;nbsp;and census data.&lt;/P&gt;&lt;P&gt;The indicator that I think would be benificial to explain are&lt;/P&gt;&lt;P&gt;1. racial Distribution&lt;/P&gt;&lt;P&gt;2. low acuity ED visit&lt;/P&gt;&lt;P&gt;3. ED rates&lt;/P&gt;&lt;P&gt;Etc&lt;/P&gt;&lt;P&gt;The point is how I do I proceed and tell the story that this particular clinic has higher likelihood in terms of&amp;nbsp;stattistical point of view. Do I have to create a "Index" or "Algorithm". i struggle on getting all information together to get one robust desision.&lt;/P&gt;&lt;P&gt;Any help basic to advance would be highly appriciated&lt;/P&gt;&lt;P&gt;Thank you&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>

&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Outside of SAS, look at the ESRI webpage. They have courses and tools that show how location analytics can work and have examples that are in line with your example.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;This &lt;U&gt;&lt;STRONG&gt;is not an easy problem&lt;/STRONG&gt;&lt;/U&gt; to solve and usually has more politics around the location than practicality. Though if you're in the US it may be difference since it's about maximizing profit instead.&lt;/P&gt;</description>
