That is the requirement to qualify for the international professional award
which waives the registration fee and pays for a pre-conference tutorial....

I wasn't aware of a publicized discount, other than the early bird (ends 27th Feb) as well as the info that @AllanBowe shared. There is also the student and faculty scholarships on offer that ends this week http://blogs.sas.com/content/academic/2017/01/09/scholarship-opportunities-at-sas-global-forum-2017-theres-still-time-to-apply/

I can not find it yet either but my understanding is as a presenter I can double up the 25% presenter discount with the 50% outside the USA discount.

Actually I had that wrong the blog said 50% off for presenter who are not in the USA not 75%.

The presenter discount applies to the primary presenter for 25% for US and 50% for outside the U.S. You will get more information in the Presenter Resource Center. If you reside outside the continental U.S. but you are not a presenter, there is still a way to save on fees. Apply for the International Professional Award.

And don't forget about the junior professional award, student scholarships and faculty scholarhips. But apply fast. The deadlines are next week.
