&lt;P&gt;If you do not have an OUTPUT statement in a Data step program block, then data is written to the output data set after the last statement of the data step executes.&lt;/P&gt;
&lt;P&gt;If you have one or more Output statements the data is written to the output at that time but an implied output at the end of the data step is overridden and does not happen.&lt;/P&gt;</description>
