Proc Report Bookmark and Hyperlink

If I have the following ods text and proc report. How do I link the text "Table 1" and the "Table 1" of the proc report title? I have bolded both "Table 1" text that I would like linked in rtf below.

ods text= "^S={font_face = 'Times New Roman' just=l fontweight=bold fontsize=12pt color=black}Table 1 represents the school pupulation";

column obs value gender
