topic Y axis overlay in SGPLOT in SAS Procedures

Hello all;

In SGPLOT,
I would like to make a simple dashed line with a label on the left side at a certain value, let's say 5 with specific color.
How can this can be accomplished-easily?
Been searching around the literature w/o much success.
Thanks
