samples I have seen of proc template code for the tagsets, look like a new language (to me).
Should questions and discussion of that language be posted under this SAS Procedures forum, under the languages side of SAS Macro Facility and Other Language Elements forum, or under ODS and Base Reporting

Hi:
We'll have to wait for the ODS moderator to chime in with his opinion to be sure. I consider PROC TEMPLATE, in all its glorious and challenging variety, to be part of ODS. So I wouldn't want to separate PROC TEMPLATE questions from ODS questions.
Cynthia is correct. PROC TEMPLATE is an ODS-centric procedure. It and PROC DOCUMENT are fine subjects for ODS and Base Reporting forum discussions.
