SAS transport-format files are used to move SAS database(s) between OS platforms. If you need to access SAS data members on another operating system (OS) platform, you must prepare the file into the transport format, before sending the data forward to the other OS. For example, you may have SAS data that you want to share/access on an IBM mainframe.

You may want to search the SAS support website http://support.sas.com/ for this topic area including your particular OS platform for more detailed discussion.
