Date error

I am having trouble idenifying an error, its says an oracle error which Ive never seen before

ADR.ST_CD in ('MO','TX','WA','AL','KY','MD','MI','OR','NJ') and AC.CREAT_DTTM >= to_date('07032017','mmddyy10.') and P.ENRL_DT is
not null and P.PGM_CATGY_TYP_ID in ('04') and P.PGM_TYP_ID not in ('52','04') and P.MBR_PGM_STS_RSN_TYP_ID = '81' and
P.MBR_PGM_STS_TYP_ID = '05' and p.mbr_id = adr.mbr_id and p.mbr_id = ac.mbr_id and adr.mbr_id = ac.mbr_id ORDER BY M.MBR_ID ) as K ;
NOTE: Compression was disabled for data set INPUT.CLIENT_ICUE_SELECTION because compression overhead would increase the size of the
data set.
ERROR: Error fetching from cursor. ORACLE error is ORA-01821: date format not recognized.

I don't know ORACLE but I'd guess on this being the error:

to_date('07032017','mmddyy10.')

to_date('07032017','mmddyyyy')
