Depends on what you mean by SAS BI, and what kind of role you're looking for.
SAS major BI tool Visual Analytics itself doesn't require classic SAS programming.
But most SAS implementations need data tweaking and if you want to be able to do this you need some basic skills in programming including SQL.

Do you want to play?

Do you want to officiate it?

Do you want to coach it?

At which level?

Do you just want to watch (on the field or via TV?)?

I actually wanted to learn it.
End to end implementation by creating reports using the data. I wanted to learn BI first, then VA.

Does end-to-end mean you will be doing ETL (extract-transform-load) yourself, or will the data be in SAS already?

I think you are confusing terms here, but you are excused as a beginner 😎
VA is the current SAS BI offering. The you have of course additional sw that does bi stuff as well, such as Add in 4 MS office, enterprise guide and so forth.
So if you want to start with BI, start with VA. In VA a Data Builder application is included which allows you to do simple data transformations (SQL joins, column calculations and similar).
When feeling confident with that, move to SAS programming and use either Enterprise Guide or SAS Studio as programming environment.
