&lt;P&gt;Generally speaking this error message is caused by some upstream dependencies in the SAS Mid Tier services not starting correctly. The result is that when you try to access CI Studio you cannot login.&amp;nbsp;&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;The simplest way to resolve this is to restart all of the Mid Tier services. If that does not help, then contact SAS Technical Support for further assistance.&lt;/P&gt;
