You would use DAVTree to navigate the SAS Content Server in SAS 9.4 (<SASConfig>/Lev1/Web/Utilities/DAVTree.sh)

Use the DAVTree Utility to Manage WebDAV Content
https://go.documentation.sas.com/doc/en/bicdc/9.4/bimtag/p1pxveukfyuahgn19he3ib4i0o9s.htm

The Content under the Content Server is stored in the Web Infrastructure Data server and the content server itself is a part of the Web Infrastructure data server, typically PostgreSQL.
WinSCP is not a tool to connect to it.
While in principle one can use pgAdmin , but better avoid it.
It is advisable to reach SAS Tech Support for resolving any issues.
