The ImportSASPackages command must be run from the path where the file was unzipped, and on a host that has the SAS Viya CLI and transfer plug-in. This host must be able to reach the ingress for the Viya environment (i.e. the SAS Viya CLI must be functional).

Import SAS Packages
https://go.documentation.sas.com/doc/en/sasadmincdc/v_047/contentassessment/n0qpyrglftnbn3n1rak9df922r6x.htm
