Why does SAS Viya 3.5 have both "config/etc/sysconfig" and "config/etc/" folders?

Hi experts,

Wondering why in SAS Viya 3.5 there are two configuration folders:

1) /.../config/etc/sysconfig/ - as an example for Compute Server /opt/sas/viya/config/etc/sysconfig/compsrv/default/

2) /.../config/etc/ - as an example for Compute Server /opt/sas/viya/config/etc/compsrv/default/

So for the Compute Server and other servers there are two configuration folders. Why is that?
