You can request the DBA team to provide 755 permissions on the oracle install directory so, every user has read access on the binaries and for tnsname.ora mostly it will be a installer ID other than sas then, you need access to id DBA team used for installation to edit the tnsnames.ora file.
Other thing I suggest to use a softlink to a file which sas has write access so, you can edit it in future.

-Hari Mummidi

Hello,

we have sas 94 m7 installed on Linux rhel 7.6 and trying to do oracle connection.

We have oracle client installed on sas computer servers by dba. However, owner:group membership for oracle client binaries is different. SAS is not a member of it. Also, there was no .../network/admin directory under oracle_home path and there was no ../bin directory as well so we have create manually. I am not able to create tnsnames.ora file as well. receiving error saying "can't open file for writing" which i believe because "sas" is not member of group that binaries have.

What membership oracle client binaries should have?

Thank you.

Why don't you ask the installer? At the very least the SAS group will need read and execute access to Oracle for SAS/ACCESS to Oracle to work.
