Creating a blank row and title page in between two sas datasets

Folks,
I have large dataset in txt file. I am splitting it into two sas datasets and doing transformations and both datasets can be merged back.
The snag is the second dataset has an empty row after first dataset and a title page and I need to add that in between these two sas datasets and export it to txt file.
This is how it is now
Dataset1
Dataet2

This is how it should look
Dataset1

Title page
Dataset2

Depends on how you're creating the file.
