Sounds like you are trying to store compiled macros into a catalog, but the catalog is locked.

Is that what you are trying to do? Do you know why the catalog is locked?

Why do you need to store the compiled macros into a catalog? Why not just keep the source code as text and use SASAUTOS option to let SAS find and compile the macros as you call them? Then you won't have this problem.
