    <description>&lt;P&gt;From the errors you are seeing when opening SAS, I would say the issue is either that the userid you are using to start SAS does not have permissions to access those physical&amp;nbsp;locations your libraries are pointing to OR those paths you are using for those libraries has&lt;/P&gt;
&lt;P&gt;at least one folder in those paths that is marked as READ ONLY in the folder attributes. Most of these cases are because of the READ ONLY attributes of a folder in the path.&lt;/P&gt;</description>

      <title>PC SAS 9.3 launch error</title>

      <description>&lt;P&gt;PC SAS 9.3 is failing to launch &amp;nbsp;with the below mentioned error normally,but when I open it using 'Run as administrator' it launches fine.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Can someone please help us to resolve the issue ?&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;BR /&gt;ERROR: Assign for SASHELP.CORE catalog failed during SAS System&lt;BR /&gt;ERROR: initialization.&lt;BR /&gt;ERROR: User does not have appropriate authorization level for library #C00005.&lt;BR /&gt;NOTE: Unable to initialize the options subsystem.&lt;BR /&gt;ERROR: (SASXKINI): PHASE 3 KERNEL INITIALIZATION FAILED.&lt;BR /&gt;ERROR: Unable to initialize the SAS kernel.&lt;/P&gt;</description>
