Proc HTTP : auth_negotiate fails and run successfully in another day while accessing sharepointAPI

Does the SYSUSERID used in Proc http authentication ?
In our case we verified from sharepoint admin team , that the userid used in our ETL programs have access to the sharepoint site , But still the batch run fails by throwing “unauthorized 401 header “ in some runs

and run successfully in another day (with response code 200 in the header).

we are using below code

proc http
url = &sharepoint_URL.
out = outfile
method = "get"
headerout=hdrs
auth_negotiate
ct='text/html
charset=utf-8'
verbose;
debug level =3;
run;

w.r.t reference guide SAS Help Center: Wire Logging , how to enable the logger APP.TK.HTTPC to trace the reasons for failed authentication ?
please post your suggestions to address this issue.
