We have inherited a number of SAS datasets that were created in version 6 (I assume as they have .sd2 as the extension). We are not currently a SAS shop, so we would like to be able to open them with the universal viewer, but this fails. Is there anything out there that can open these, shy of the complete SAS package

Did you try the older SAS System Viewer? You can still download the final version (9.1) from the SAS website. It should be able to open .sd2 files.
