running P21 through CLI

I am trying to run P21 using CLI via SAS. This is the code that I am trying to run:

However, I keep getting the error of "Internet connection is required for CLI validations". I am connected to the internet. Any help is appreciated.

And can you run it successfully outside SAS? In a CLI?

Why does your posted code have those ^, caret, characters in it? That does not look like a valid command.

Are you sure the command you are trying to run via X command actually works on the server where SAS is running? Can you login to that server and try the same command without involving SAS?
