Unable to open parameter catalog

Apologies, I sure this isn't the right forum but I don't know what would be the right one.

This is the full message

NOTE: Unable to open parameter catalog: SASUSER.PARMS.PARMS.SLIST in update mode. Temporary
parameter values will be saved to WORK.PARMS.PARMS.SLIST.

Why does this occur because i think i may have seen this before sometime in the past year?

I saw that Tom had a reply in Nov, 20 to what looks to be the same question. I'm sure his directions are correct but the reply is unusable to me. I need more specific direction. That is, go to this directory and here's how to find it, and delete or change this file. It appears that my starting point would be c:\programfiles\sas\???

The usual reason for this is the use of the SAS option RSASUSER as the SAS session default. Run PROC OPTIONS to confirm if this is correct or not.

RSASUSER sets this library to read-only hence the note you are seeing.

I ran proc options and the only reference to RSASUSER was this line:
NORSASUSER Opens the Sasuser library in Write mode.

I can categorically say that I did not use the word RSASUSER as a part of any command.
To the best of my knowledge and memory I did nothing that involved that word. I think
The problem message occurred in the context of a proc import command. I don't remember
Seeing that message when I last used sas a few days ago.
Please advise further.
