proc template length of unit on x axis change for different page

Does anybody know why the length of unit on x axis change for different page? Please see the attachment. There are 2 issues:

1. The maxi is 20. However the ending is not on end of x axis but a quarter to the end. I think "20" should be in right bottom corner.

2. Scale shrink or varies with different page. I think all page, 20 should locate in the same spot, instead move back and forth.

Do you know how to fix these issue? Thanks a lot!

What is the ODS destination ?

Show more of your SGPLOT code.
Which SGPLOT statements are you using ?
Are you producing one plot per page ?
Are the different pages for different by groups of the same data set?
Are the different pages from different data set ?
