I am new to SAS. I am trying to take SAS programming 1: Essential online. I want to learn base SAS, how should I set up base SAS on my computer? Can I download the SAS University Edition instead? Is it the same as programming in base SAS?

Yes and Yes, for the course.

If you have a different package, i.e. through your university/work, it may have more options than SAS UE does have. For the first two courses SAS UE is more than enough.
