Proc report data=sashelp.class ;
Run;
Ods html close;

If I run above program the html file will form .
How to set password for that html file
Note: If any other person wants to see that html file it sholud be asked password

HTML files are simple text and therefore provide no password protection or similar. Store the file in a location where only the required persons can access it. This includes compressed archives which offer password protection.

From reading the documentation, I see no option to provide a password in SAS. Set the password in Excel, or follow my first advice.
