So if anyone is out there trying to do something similar, I still haven't had any luck with getting ODS RTF TEXT= to include an image, but I was able to accomplish what I wanted to do (get multiple images onto a page) using a combination of the BODYTITLE and STARTPAGE = NO options for ODS RTF, along with the code I posted above for getting an image into a title or footnote.
