You will find a clue in your subject line:

Temporary - "lasting for only a limited period of time; not permanent."

The temporary folder is there as a temporary storage of items for the session only, it disappears at the end of the session.

Why the directory path of a temporary library differs from before when we restart SAS?

Adding to @RW9's response. If you manage to crash SAS or have a power failure or similar then when SAS restarts is does not reuse your old folder so temporary work might be recoverable.

The directory name used for the WORK library has (among other things) the process number encoded, so that a certain directory can always be connected with its SAS session. The cleanwork utility uses this to find orphaned directories from crashed sessions.
