      <description>&lt;P&gt;A sas program contains SAS statements.&amp;nbsp; Typically multiple statements that create steps etc.&amp;nbsp; But a SAS program could have a single statement, such as any global statement.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;For example, a program with single title statement is still a program, and it would run.&lt;/P&gt;
