&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Basically the boundaries are set independently. So when changes happen someone has to align them. This is a non-trivial task, that in our 'State' we have a single person dedicated to assessing and updating boundaries and verifying overlaps and investigating any issues that may be found.&lt;/P&gt;
