Assuming you are restriction the question to the SAS suplied online resources: Help? Yes.

Provide absolutely everything that appears in the exam? I doubt it.

Many universities and other organizations than SAS have resources and these are of varying quality and not targeted on the Base exam.

Hi:
I agree with @ballardw -- it's not clear what you mean by "these free teaching resources".

The Base Programmer Practice Exam is free for the Base Programming certification. So yes, that free resource will help you, but it is meant to be used after you have taken or otherwise learned the skills that we teach in the Programming 1 and Programming 2 classes.

Programming 1 is a free resources. So yes, that free resource will help you (assuming that you've activated and taken the class). The other class that will help you prepare for the Base Programmer certification exam is Programming 2. That class is usually paid training unless you qualify for our Academic or Veteran's discount. However, we do have a 30 day free trial of the Learning Subscription and Programming 2 is in that free trial. If a person is diligent in studying, they use Programming 2 e-learning during that 30 day free trial period.

Yes, the free trial of the Learning Subscription https://www.sas.com/en_us/training/programs/learning-subscription.html is still available for 30 days for a one-time activation.
