Yes, I have downloaded that program but what steps are required to install the program or Open it? It only shows that it is a compressed/zip file. Also, the .xpt file won't open just to add to the fun. Thoughts? Thank you.

You just need to follow the instructions in the README PDF in the download. However I don't believe the viewer contains file conversion functionality, it is merely a viewer.

If the XPT file was created using the XPORT engine ("V5 transport file"), not PROC CPORT, the Universal Viewer can normally open it: menu File → Open → SAS V5 Transport File...

 

An XPT file can contain more than one dataset. Their names along with numbers of observations and variables are displayed in the "Library" tab of the window of the XPT file opened with the Universal Viewer. A double-click on a name opens the dataset. Then you can select "Save as..." from the "Table" menu of that window and select the file type "CSV (*.csv)" from a drop-down list. So it is possible to "convert" SAS datasets from a V5 transport file into CSV files with the SAS Universal Viewer. (Tested with version 1.42, which is not the most recent one.)
